Vilamoura is a planned resort development inside the Loulé municipality, organised around its marina and golf courses. Unlike the rest of the municipality, land use follows its own urbanisation plan, which sets density and massing with little room to negotiate. Licensing is handled by Câmara Municipal de Loulé.
