Building in the Algarve as a Foreign Buyer
Most of our English and German speaking clients are building at a distance, often in a system that works differently from the one they know. This guide covers what surprises people most.
Who does what in a Portuguese build
The roles split differently here than in the UK or Germany, which is the first source of confusion.
- Architect: designs the house and submits the licensing application to the council
- Engineering disciplines: separate specialists for structure, water, electrical, thermal and acoustic design
- Builder: executes the work, coordinates trades and manages the site
- Lawyer: handles the purchase, checks title and represents you if you are not present
- Accountant: advises on tax treatment, which varies with residency status
What you need before you can buy or build
You will need a Portuguese tax number, which is required to buy property, open a bank account and sign contracts. Non-residents typically also appoint a fiscal representative.
None of this is difficult, but it takes longer from abroad than people expect, and nothing else can start until it is done. Begin it early rather than when you have already found a plot.
Managing a build from another country
Distance is manageable, but only with a rhythm agreed up front. We work with clients who visit twice a year and clients who never visit, and the difference in outcome is not the visits, it is the reporting.
Agree how often you will get photographs and progress updates, and who has authority to approve changes when you cannot be reached quickly. Decisions that wait a week for an answer stop the site, and a stopped site costs money.
The most common mistakes
Buying a plot before confirming what can be built on it is the expensive one, and it happens often. Beautiful plots with sea views frequently carry coastal protection or ecological reserve constraints that only surface at licensing.
The second is assuming timescales from home apply here. A build that would take a year elsewhere takes closer to two once licensing is counted, and planning a move or a rental income around the optimistic figure creates pressure that leads to bad decisions on site.
Do I need to speak Portuguese to build here?
No. We work with clients in English and German throughout. What matters more is that your architect, builder and lawyer can all communicate with you directly, rather than one of them relaying everything.
Can I buy land and build without living in Portugal?
Yes. Non-residents buy and build regularly. You will need a Portuguese tax number and, typically, a fiscal representative, and your lawyer can act for you by power of attorney if you cannot attend signings.
How are builders paid in Portugal?
Normally in staged payments tied to measured progress on site, not a lump sum up front. Be cautious with any builder asking for a large proportion before work starts. Payment stages should be written into the contract alongside the completion period.
